Society would prefer to shame and police victims, implying something is wrong with them if they seek justice and consequences for the abuse or violations they endured. Someone who has been violated is not “holding a grudge” – that implies there is something invalid about the way they’re reacting to or responding to cruelty, callousness, and bullying.
